Canton, November 5, 1904. REFERRING to my despatch No. 93 of the 12th October, I have the honour to close a copy of a letter received from the Commissioner of Customs, forwarding Memorandum drawu up by Mr. W. F. Tyler, Coast Inspector of the Imperial Maritime ustoms, on the subject of the works now in progress for the removal of the barriers in be Canton River.

It appears to me, from a perusal of this Memorandum, that the question how far the orks specified by Mr. Tyler will carry out the provisions of Article V of the Commercial Treaty can only be considered to any practical purpose in the light of qualified technical pinion. For that reason I thought it proper to send a copy of the Memorandum with be accompanying plans to the Hong Kong Government in a letter, a copy of which I ave the honour to inclose.

The China Association of Hong Kong having applied to me for information in egard to the works undertaken by the Imperial Maritime Customs, I have, with r. Tyler's concurrence, sent the Chairman a copy of the Memorandum. pies of the correspondence with the China Association on this subject,

AS requested in your despatch dated the 23rd September last, I have the honour hand you a Memorandum by Captain Tyler, Coast inspector, on the removal of the tificial obstructions in the Canton River, especially regarding the scope of the work ow undertaken. Nine plans accompany the Memorandum.

I venture to hope that Captain -Tyler's Report will afford you all the information ou require at present.
